Left 48 - how to ensure no further charges?

Do I need to call my bank to stop the charge on my credit card as I have gone from 48 because I have been abroad 3 times and my phone wouldn’t work, 48 even gave me a new sim but that didn’t work either

I have the 12.99€ plan and it says I have unlimited minutes and texts, but when I call someone on my phone it doesn't go out and says i'm out off minutes. what do i do?
