My roaming data since im in the uk for holidays wont work even though it says vodafone

IKEv2 VPN does not work in some locations

Phone hotspot is used to share data connection with a laptop. Laptop IKEv2 VPN does work fine when located in Co.Mayo. However same IKEv2 VPN connection does not work when I'm located in Co.Clare. Any ideas why?
