What do you mean by "my plan did not execute"?

Are your APN settings configured correctly? 

Text "APN" to 50048 and follow the instructions here to do this: 

When was mobile data working ok for you last?

I checked the settings, and they appear to be correct, but it still doesn't work.

Delete any existing APNs and text "APN" to 50048 and follow the instructions here to make sure that your mobile data settings are correct:
