it’s just on 48 the iPhone doesn’t populate the Personal Hotspot APN by default which is always visible in APN settings. it just needs to be entered before the Personal Hotspot setting appears.
I had a friend who had this problem on Tesco Mobile, might be the same issue.Go to APN settings and reset Proxy and Port to Not Set and Save.I think some phones are setting these to incorrect values by default and causing the issue.
