Code on packaging doesn't work when activating SIM

I have bought a Lumia 650 and had a spare sim card, having put the Sim card in I use the info on the sim card holder but the activation code is not recognised and it is the correct activation card as shown on the sim info. What are my options?

No network/service all of the sudden

Unable to contact an agent
