No MMS settings option on iPhone 11

I want to send an MMS on my iPhone 11. Everything I Google says to enable MMS under Settings->Messages->MMS. I don’t have this setting. Suggestion online if you don’t have access to this setting the provider doesn’t support MMS, but further searches ...
