If you got barred for breaching the fair usage limits on your last membership and that has now expired then you need to contact 48 support to get them to lift the ban before your new membership will work.
Once the bar is lifted and you have a data allowance but cannot get internet access then you need to ensure that you have configured your internet settings correctly. Try the online configurator, the Tweakker APN app from the Google Play Store (if on Android) or manual configuration. See here:
