I bought 10 euro credit online and it hasn't come through on my phone.

What do you mean?

What does your online account say about your membership status and expiry date?

What does your My History page say about recent purchases?

I bought 10 euro and it's saying my account is on 16 euro but I can't make phone calls its saying my membership as run out

Sounds like you need to buy a new membership so.

Cash credit alone will not let you use services.

You need membership which you can buy using your cash credit.
