I can’t make a call to the UK it says I am a out of minutes

Dear teamI have purchased my plan 12.99 and it was not working or showing pending purchase on 19 may. Then I purchased on 21 may again, now it works. Can you revert my one purchased money back. Or best you can do for me. Thank you
