To use hotspot, phone says to contact carrier

According to other posts, hotspot is not disabled by 48, but it works fine on the same phone when I use my old sim. 

I have added the APN as directed but still doesn't work.

Is this an iPhone? 

If so then theis problem is because of the stupid way that Apple does things.

If it’s iPhone this happens when the Personal Hotspot field is left blank in the APN settings.

Head to Settings > Mobile Service > Mobile Data Network > Personal Hotspot (at bottom) > APN: 48months.liffeytelecom.com

48 should really just tell people to enter this on their main APN help page to make it easier for people.
