You need to provide a bit more information if you want assistance from the Community Forum.

Is your mobile data working normally for apps and internet access? 

If not then you need to configure your APN settings first.

Text "APN" to 50048 and follow the instructions here to do this: 

Once your mobile data is working you just configure your hotspot as normal. E.g.:

There may be one gotcha with iPhones which is mentioned here under the heading "A note about personal hotspot setup on iPhones":

If that doesn't help then you'll need to post back with more information about what you've tried and what's not working.
