Is your mobile data working normally for apps and internet access?
If not then you need to configure your APN settings first.
Text "APN" to 50048 and follow the instructions here to do this:
Once your mobile data is working you just configure your hotspot as normal. E.g.:

What exactly do you mean by "it's disabled"?
How is this manifesting itself?
Did you read my previous post and follow the links?
You'll need to explain the issue in more detail.
What exactly are you trying, exactly what steps are you taking, what isn't working as expected.
What make and model of phone is it?
