I am not able to turn on hotspot on my iPhone.

Is it something needs to be enabled from 48? Anyone else faced a similar issue?

Is mobile data working ok for you normally? 

If so then the issue may be the one described here under the title "A note about personal hotspot setup on iPhones":

If that doesn't help then you'll have to describe the issue in more detail. 

What steps are you taking to configure your hotspot, what happens/goes wrong, any error messages, etc.
