You'd be much better getting a data roaming eSIM if your phone supports an eSIM, they'd be much cheaper than the 10c/MB (€100/GB) that 48 charges

What OS version are you running?Do you have a sim card from another network you could try in the phone to see if its phone or sim related.What happens if you enable WiFi Tethering?
