Roaming down for everyone?

I have been advised that roaming is down for EVERYONE on 48 who is roaming. Not acceptable. Is this the case for every person roaming right now?

Is there an actual customer service for 48? I am logged in and not chat box or email or number to contact about activation issue.

Can’t receive or make calls

Charged €12.99 activation fee again for replacement SIM

I ordered a replacement SIM and was told I wouldn't be charged the activation fee of 12.99 again. But i got charged 12.99 twice when I was recharging my plan.  Please confirm if it's supposed to happen like that and if not how can I get my money back...
