Can I use my phone in EU on the €7.99 plan?

I don't know is my number ported to 48 or not as I recharge

Previously I use virgin media sim today my 48 sim has delivered and I have ported my number but my number changed and I have recharged for 25€

Can't call Spanish landline - says not enough minutes
