Phones on 48

Contacts not registered - can't call them

My 48 will not allow me to make calls to any of my contacts. Contacts are not registered. It was working this morning.I have turned the phone off and on. Also put it on airplane mode and turned it on again. Neither of the above worked.

Paid for plan yesterday - when will I be charged again?
