Does the 10.99 membership allow us to have a personal hotspot because i cant find the option to turn it on in my settings

Yes you can use your hotspot.
The reason you can't see the option is because of the stupid way that Apple do things.
Read this in full, in particular the bit about configuring an iPhone's personal hotspot.
