Transferring sim

My brother smashed his phone and he swapped his sim over to an old phone. But it keeps saying SIM NOT SUPPORTED
and the phone is not supporting the network provider. And that it also says for this phone to be unlocked by the provider What do I do

If the phone is locked to a network then it needs to be unlocked before it will work on the 48 network.
