What exactly do you mean by "stopped working" and "it is a payment issue"?
If you mean that a payment for a new membership plan failed so she has no membership plan then she will not be able to make calls, send texts or use mobile data until she gets one.
She should still be able to receive calls and texts. Can she?
If auto-renewal failed then try buying one manually for this month.
If that fails then the payment card may be faulty or out of date.
