hi i just registered my sim card and placed it in my iphone... yet it hasnt yet recognised it! whats happening?? when will my phone pick it up?

hello, I just wanna to ask something, i dont really understand this, why my phone is suspended again.. I didnt use my calls that much.. it says the limit on calls is 3000 minutes, but i onky use 600 minutes for the whole month... please can u help me...
