My phone will only allow me to call certain mobile numbers yet when i try to ring someone else on their mobile , i am being told "sorry you are not allowed to call this number" , just wondering how this could be fixed?

Hello, IV just joined 48 and everything works fine apart from sending messages,they won't send.I did cut a small bit of the chip on the SIM card but everything else working so I doubt it's that.
Need a micro sim to fit my phone so ordered the dual sim but it only came with just the standard sim , any help? Thanks
