Almost certainly this is nothing to do with the 48 network and is something local to your phone.

If not then there seem to be plenty more about spontaneous loss of the contact lists on an iPhone.
If your contacts are no longer available then I presume that syncing with iTunes will restore them if you backed up to iTunes previously?
