In the past (and recently) a few people have reported similar problems - e.g. inability to make/receive calls to/from specific numbers or networks. I think the only way to get this sorted is to log a support query and ask 48 support to look into it for you:
Any chance the other person has moved network recently and the problem might be at their end?
