why did 48 give me a new number when i asked for my number to be moved??

When you join 48 you get a new SIM with a new 089 number.

Once you get that you register it:

http://48months.ie/register-sim

Then you port your old number if necessary:

http://48months.ie/portin

Does that tally with your experience?
