Your query is not clear.
If you're in Ireland and want to call an EU country then you need cash credit to pay for the call and you need to use the relevant prefixes - e.g. 00 33 etc. for France.

If you are roaming abroad in the EU then you need cash credit to pay for outgoing and incoming calls and outgoing texts. Or you can buy the EU roaming calls/texts add-ons which are often more cost effective.
