First off the message does not matter - you will not incur any extra charges or have service problems when your phone thinks that you are on data roaming. Data roaming sometimes needs to be enabled and the phone can report that you are roaming because (as far as I know) 48 is a virtual network operator using the O2 network. Maybe Google for relevant tips? I don't know if there's some way to stop the message appearing all the time. I don't know if anything here helps?
