Is it an Irish or UK card?
If not it won't work.
Have you successfully used it for online payments elsewhere?
Does it require 3D Secure payment verification for online payments?

Update on this. Irish and UK cards are accepted by 48.
And now cards from France, Spain, Germany, United States and Italy are also accepted for payments of up to €20.

Are you getting any signal?
Can you scan for networks, see 48 (or O2 if 48 not listed) and connect?
Do you have data roaming enabled (necessary for connecting to a "virtual" operator such as 48)?
Is your phone unlocked for use on any network?
What does it say at the top of the page when you log into your 48 account online?
If necessary contact 48 support.
