Can't set up voicemail on my phone, Why?

I never had any problem setting up voicemail but I did have to read and follow these instructions carefully:

How do I use my Voicemail?

What happens/goes wrong when you follow these instructions?

Please clarify what you try to do and what behaviour and/or errors you encounter.

What make and model of phone are you using?

Some phones (e.g. iPhones) may support "Visual Voicemail" (https://en.wikipedia.org/wiki/Visual_voicemail ) which is not supported by many carriers including 48 and you have to use the "traditional" voicemail instead.
