Can’t enable hotspot

On my iPhone it says to set up personal hotspot on this account contact carrier when I click set up personal hotspot and I tried apn settings of 48

I did see your posts but I still wasent able to figure it out and it just shows up an error when I I click set up personal hotspot

If you still can't get it working then you'll probably have to contact Apple support because it's a phone/iOS issue and nothing to do with 48.
