My hotspot on the iPhone 12 keeps disconnecting often whenever I connect it to my laptop (Windows 11), I am not sure if it is the phone's issue or the network provider's (48 SIM )issue.

What disconnects?
The phone from the 48 mobile data or the device connecting to the phone's hotspot?
Are you APN settings configured correctly?
Did you follow the instructions here when setting up the hotspot - see the section titled "A note about personal hotspot setup on iPhones":
Do you have access to another unlocked phone that you could try to see if it works ok there?
