MMS messages will not send over wifi.
You need a carrier data connection.

Do you have a data allowance as part of your membership or data add-on?
Do you have your internet/APN settings configured correctly?
Do you have cash credit to cover the cost of sending MMS messages (30c each)?
Are you sure that some stupid Apple thing like activation, iMessage etc isn't getting in the way here?
If you want to use Apple iMessage to send some or all text/picture messages then you may need to set that up separately.
Due to the stupid way that Apple do things things like iPhone, iMessage, Facetime etc activation may need cash credit to cover the cost of the UK SMS messages that these activation processes send in the background (25c each).
