Send a text to a 50000 number

I need to send a text to a five digit 50000 number. But i can’t. I am using an iPhone: Is this a carrier or a phone setting?

Recently moved to 48months. All good except I cannot send MMS. Even when on wifi. I have searched for this and have tried to follow the instructions but it doesn't work.Using Apple iPhone 5S with up to date iOS.Tx.
