I can call any network but when sim48 users call me OK but another network calls me they receive a message saying "CALLS TO THIS NUMBER CANNOT BE COMPLETED, SORRY THE NUMBER DIALED IS NOT AVAILABLE"

Did you join 48 and/or port your number recently?
This sort of "call routing/connecting" problem seems to arise from time to time in such circumstances.
You probably need to contact 48 support and ask them to investigate.
