Can not receive calls from anyone other network except sim48

I can call any network but when sim48 users call me OK but another network calls me they receive a message saying "CALLS TO THIS NUMBER CANNOT BE COMPLETED,  SORRY THE NUMBER DIALED IS NOT AVAILABLE"
