No i'm afraid there is no webtext available to use when your credit runs out =/

Hi @Anon , at the moment there are no plans for this feature, as there are apps like Viber and WhatsApp that you can use to message your friends even when you run out of SMS allowance or credit. These apps work also via WiFi. 🙂
