Recently I started to receive the same text message at least twice, sometimes within a minute of the 1st arrival, sometimes a gap of 5 mins, is this a phone setting issue or a network issue? Any advice or explanation?

Does this happen for every text or one person in particular? Happens to me sometimes but that's from being "too trigger friendly" you could say on both sides.
