Can't change retort from 48 to o2 number not released?

You mean you are trying to port your number from 48 to O2 but 48 are blocking this? 

If so then maybe log a support request to see what the problem is:

Or contact O2 and see if they can force the porting of the number.

If all else fails you could try Comreg but they're not much help in my experience...
