Aer you using an iPhone?
If so then it's an iPhone problem and not a 48 problem and it happens with iPhones on other networks too.

Unfortunately, for reasons best known to themselves, Apple make it difficult to use iPhones on certain networks - e.g. virtual networks such as 48, Tesco etc. when activating them, roaming etc,
