If you did and it still doesn't work then almost certainly you have made a mistake because those instructions have never failed before.
In that case post details (ideally screenshots) of your settings for review.

Do i have to activate the "use packet data" or just "data roaming"?

Because my internet just start to work after i activated both, but i dont want to spend any extra money of my deal because that i activated the use packet data...

You need both enabled.

You won't incur extra charges on 48.

Data is never charged from your cash credit balance.

The only services charged from any cash credit balance rather than membership or add-on allowances are listed here (scroll down a bit to "What is the extra stuff you can get with 48?"
