How do I Text someone from a different country?

Im from Ireland and I have the free calls and free texts for 10Euro but I want to Text someone who is from Holland? How can I do this?

Make sure to use the +31 prefix for Dutch numbers. I think that the general format for calling/texting a Dutch mobile is +31 6 XXXX XXXX.
