What do you mean by "credit"?
Membership, add-ons or cash credit?

Do you have an active membership?
Have you just joined 48 or was this working before?
Is the SIM activated and working and connecting to the 48 network?

You didn't answer the questions that I asked.
I don't know what you mean about deactivating your membership.
What does your My48 account say about your membership status?
Even if your membership has expired you should be able to receive calls.

If you don't have an active membership then that explains why you can't make calls/send texts but you should still be able to receive them.
If you are getting an error when attempting to buy a membership then you'll need to contact 48 support about that. See the link in my signature below.
But maybe try a different approach/platform - e.g. app versus mobile website versus desktop website as sometimes that makes a difference.
