I have been pay 25.99 today. And next month I need to pay again or I will get the free month on my second month

I presume you mean that you paid for your first membership plan (€12.99) and the one-time activation fee (€12.99) - i.e. €25.98 in total?
This €12.99 Plan is only available to new 48 customers who order their 48 SIM and purchase a €12.99 Plan from the 5th April 2022. A one-time activation fee of €12.99 applies with the first plan purchase.
The ongoing monthly membership plan price is €12.99.
There is no "second month free" offer in effect right now.
The last one finished in March.

You'll need to explain your situation more clearly.
Please outline the exact sequence of events.
If you were already a 48 user then I don't understand why you would register again as that means starting from scratch as a new user, paying the one time activation fee, getting a new 089 number, etc.
What exactly is "blocked"?
An existing My48 account? An existing 48 SIM? Something else?
You should probably contact 48 support for assistance.
