What do you mean "won't activate"?
48 SIMs only need to be activated once.
What exactly happens when you try the SIM in the new phone?
Any error messages or prompts?
Are you sure that the phone is unlocked for use on any network?
If it's an unlocked iPhone then you may need to put €1 cash credit on your account to pay for the activation SMS message that the iPhone will silently send to a UK activation server as part of the stupid Apple way of doing things.
