If you want to buy a second SIM then just register using another email address and follow the getting started guides.
If you're asking if a second SIM can be associated with an existing account then the answer is "no".
Unlike some other mobile providers, 48 don't support "family/group" accounts where one login can manage multiple SIMs/accounts/memberships etc.
