Can't get student €10.99 plan - only the €12.99 plan

I am NCI student but not able to use student offer plan of 10.99. Only membership plan available for me is 12.99.

When you signed up did you sign up for the student offer?

If not then I'm not sure if you can switch to it after the fact.
