Joining 48?

Port number to 48 but no service on Lyca any longer

Hi, I have a Lyca sim and I want to port in to 48, I am not able to receive the code on my Lyca number. Do I need a active plan or I can just move to 48? Please advice me as I have not made any recharge with Lyca.
