Can't call house phone on my plan?

Just signed up to €15 plan and can't call house phones ..says I've no credit. Never made a house phone call yet.

That's correct.

The €15 Mitch membership does not include any landline minutes.

Since your membership doesn't include any landline call minutes in order to call Irish landlines you need a landline calls add-on.
