When I asked 48 support about this they told me that once you use up your roaming data allowance you can't get additional data until a new membership eventually kicks in. That was back in 2020. I presume that that's still the case.
However others, including the person who replied there, claimed that buying a data add-on provided extra roaming data. So it's a bit unclear to me.
