That sounds like the new phone is locked to another network.
48 can't unlock it for you.
You'll need to contact the original provider or a third party unlocking service to get it unlocked.
You need an unlocked phone to use 48.

It'll ask for the PIN - see the link in my earlier post above.
SIM PIN locking is enabled by default for all new SIMs from all providers.
But you can disable SIM PIN locking if you don't want it.
If the phone is locked to another network (which certainly seems to be the case) then you need to get it unlocked first.
