Do you have an active membership/plan?
Do you have a non zero data balance?
If you've used up your current membership plan's data allowance then you'll need to buy a data add-on to tide you over until you can start a new membership/plan:
Delete any APN(s) that you have configured and create a new one with the settings mentioned here:
If that still doesn't work then post back with more info.
